In order to limit global warming to 1.5°C, regional planning must integrate the carbon neutrality goal as soon as possible. Previous research (the SETUP project) enabled proposal of a method with high potential but low usability. In order to operationalise SETUP, this project consists of, first, proposal of a method to decline the objective of neutrality from a global to a district scale and, second, provision of specifications to adapt SETUP to the reality of those involved in the urban planning process.
